The Center for Arms Control and Non-Proliferation conducted interviews and roundtable discussions in 2003 with some of the nation's leading experts on the danger posed by biological weapons. This paper presents a spectrum of expert opinion and policy recommendations on how to protect Americans from a biological attack.
