The General Accounting Office has released its required analysis of DoD's BRAC recommendations. It finds the Pentagon's process to be "generally logical, reasoned, and well-documented," but that certain assertions, particularly about estimated savings, were not fully supported. Further, GAO noted that due to time constraints, its ability to review the specific implementation details of most recommended actions was limited

On May 18 Sen. John Thune (R-SD) introduced S. 1075, legislation to delay implementation of the Pentagon’s 2005 Base Closure and Realignment recommendations. The legislation would delay the process a series of criteria were met, including the Pentagon’s completion of the Quadrennial Defense Review and several other studies, an analysis of overseas facility requirements and until most U.S. troops return from Iraq.
On the afternoon of May 18 during consideration of the Defense Authorization Act for Fiscal Year 2006, members of the House Armed Services committee defeated two amendments which would have halted or delayed the 2005 base realignment and closure process.
On May 16, 2005, the Commission on Base Realignment and Closure heard testimony from Defense Secretary Donald Rumsfeld and Chairman of the Joint Chiefs of Staff Gen. Richard B. Myers. After the hearing, members of the commission met with the media and answered questions on a number of important issues.
